When you click between phase sub-tabs, you'll now see a smooth loading shimmer at the bottom of the tab to indicate the page is loading. The indicator appears only while the link is navigating and disappears as soon as the new content arrives — no layout shift, and fully accessible with a screen-reader announcement.
